It is sung by Ursula the Sea Witch herself to goad Ariel into giving up her voice to her in exchange for transforming her into a human, painting herself as a "saver of lives" type. I admit that in the past I've been a nasty They weren't kidding when they called me, well, a witch But you'll find that nowadays I've mended all my ways Repented, seen the light, and made a switch True? Yes, indeed Those poor unfortunate souls So sad, so true They come flocking to my cauldron Crying, "Spells, Ursula, please! Yes I do Now it's happened once or twice Someone couldn't pay the price And I'm afraid I had to rake 'em 'cross the coals Yes I've had the odd complaint But on the whole I've been a saint To those poor unfortunate souls! Come on, they're not all that impressed with conversation, True gentlemen avoid it when they can! But they dote and swoon and fawn On a lady who's withdrawn It's she who holds her tongue who get's a man! Come on, you poor unfortunate soul Go ahead!
Ursula used the song to seduce Ariel into trading her voice for the chance to temporarily become human and be with Prince Eric. There was dialogue interruption, in which Ursula told the mermaid about her full plan. A short melodic reprise of the song was featured later in the original Disney movie being sung by Vanessa , Ursula's alter ego, voiced by Jodi Benson as she had stolen Ariel's voice.

It is important that the messages and themes depicted in the film are analyzed critically since the intended audience is children whose way of viewing the world is more open, to both negative and positive influences, than typical adults. Ariel and Ursula vary greatly in their appearance and demeanor in the musical number. Physically, Ariel is small, young sixteen years old , skinny, soft-voiced and has a girlish face. In comparison, Ursula is fat and wears noticeable makeup consisting of red lipstick, bright blue eye shadow, and has long red nails. Ursula is openly seductive in appearance and attitude; she shows a lot of cleavage and makes multiple sexual gestures and movements throughout the musical number, such as shaking her cleavage and dancing seductively. Ursula also acts physically dominant towards Ariel, including singing loudly, very closely to her face. If Ariel is unable get Prince Eric to fall in love with her, proven with a kiss, in the three days, then she turns back into a mermaid and her soul belongs to Ursula.
